Dr. Sapotichne at MSU had our class apply some of the analytical techniques we discussed to some real-world policy debates.  When I was at CATA, I had the chance to actually participate in some of the transportation reform discussions.  Naturally, I jumped at the chance to write about transportation reform and how it went awry…

You can download the paper here.  Dr. Sapotichne let me get away with the lack of academic voice in the analysis – it’s going to take a little work to separate from my passion for real reform.

As usually happens with any paper your write – especially in grad school – when you read it 4 months later, you want to change everything and take a completely different approach!  While this one is no exception, I think I do a fair job of explaining the actors and the context within which the reform effort failed.
